NSVI- Rochester Vending



In May of 2013, Rochester passed a pilot program that restricts food trucks to three downtown locations: State Street, Andrews Street, and Broad Street. Food trucks are further restricted to two food trucks per location and can only vend on private property—even if granted permission by the property owner. Food trucks must also pay a fee of $250 per location, unless they are in the city center—in that case, it cost an additional $750. The Institute for Justice has worked with vending coalitions to request clarification from the City Attorney to learn how the law applies to different street vendors.
