Constantine Shulikov is a Moore, South Carolina resident who works in education. Through years of work in that field, he has seen how different people learn in different ways.
Over the years, Constantine and his wife have educated their own children in different ways, based on their specific needs. That included enrolling some of their children in a private school, using scholarship money from South Carolina’s Education Scholarship Trust Fund (ESTF) program to pay the tuition. But because of a policy enacted by the South Carolina Department of Education following a South Carolina Supreme Court decision, Constantine is no longer allowed to use those funds for this purpose. His kids are now at risk of losing access to these schools.
Now, Constantine has teamed up with IJ to file a lawsuit which seeks reinstate the ESTF to its original intent.
