HB 3460: A Paid Apprenticeship Pathway for Beauty and Barbering Trades

A career in beauty and barbering shouldn’t require a lifetime of loans! 40 of 50 states already offer apprenticeships in cosmetology and other beauty fields—with great results. It was time for Illinois to join this trend!

Through our grassroots and legislative work, HB 3460 passed the Illinois House and Senate, and was signed into law by Governor J.B. Pritzker on June 26, 2026.

HB 3460 changes Illinois law, creating a paid apprenticeship option so aspiring beauty professionals (nail technician, hair stylists, barbers, estheticians) can earn an honest living while training under licensed mentors—without massive debt.
